クエリ文字列のエンコーディングを、ie から oe に変換します。

UTF-16 のように NUL バイトを含められる文字セットは、使用しないでください。

このメソッドを使用するには、ext/iconv が有効になっている必要があります。
パラメータ
- ie
入力エンコーディング。
- oe
出力エンコーディング。
返り値
成功した場合に TRUE を、失敗した場合に FALSE を返します。
